La Carrera Panamericana 1999

THE MEXICAN ROAD RACE

EDITORIAL GRAN PREMIO S.C., LA CARRERA USA, MEXICO4S SECRETARIA DE TURISMO AND FEDERACION MEXICANA DE AUTOMOVILISMO, COMISION NACIONAL DE RALLIES-MEXICO AND LINDAVISTA AUTOMOVIL CLUB HAVE THE PLEASURE IN ANNOUNCING THE INTERNATIONAL HISTORIC CAR RALLY "La Carrera Panamericana 1999"

THE EVENT WILL BE FROM 22nd TO 28th OCTOBER 1999, STARTING IN Tuxtla Gutierrez, CHIAPAS AND FINISHING IN NUEVO LAREDO, TAMAULIPAS.

THE TOTAL LENGTH WILL BE APPROXIMATELY 3,200Km THE RACE WILL HAVE 7 LEGS USING PAVED ROADS.

CERTAIN SECTIONS OF THE ROUTE WILL BE CLOSED TO NORMAL TRANSIT TO PERMIT TIMED SPEED TESTS WHICH ACCUMULATED TIME WILL DETERMINE THE STARTING ORDER OF THE FOLLOWING LEG AND FINALLY THE OVERALL WINNER OF LA CARRERA PANAMERICANA.

2. SECTIONS

EACH LEG IS DIVIDED IN DIFFERENT SECTIONS:

2.1 SPECIAL STAGE

WILL BE HELD IN ROADS CLOSED TO NORMAL TRANSIT, WILL NOT EXCEED 35 km. IN LENGTH AND WILL BE TIMED.

THE ACCUMULATED TIME OF THESE SECTIONS WILL BE DETERMINE THE STARTING ORDER OF THE FOLLOWING LEG.

2.2 TRANSFER STAGE

THESE WILL BE HELD BETWEEN SPEED STAGES AND AROUND URBAN OR OTHER AREAS THE TIME TO COVER THE TRANSIT SECTIONS IS VERY AMPLE AND THE AVERAGE SPEED WILL NOT EXCEED THOSE INDICATED IN THE TRAFFIC NORMS AND SIGNS WHICH MUST BE RESPECTED. ANY INFRINGEMENT SHALL RESULT IN TIME PENALTY UP TO AND INCLUDING DISCUALIFICATION OF THE EVENT.

3. ELIGIBLE CARS

SPORTS, GT AND PRODUCTION TOURING (SEDANS) FROM 1930 TO 1954. SOME MODELS OF THESE CAR WERE CONSTRUCTED AFTER 1954 WILL BE ACCEPTABLE IF THEY ARE ESSENTIALLY THE SAME IN TERMS OF TECHNICAL AND AESTHETIC COMPONENTS, AS IT IS INDICATED IN THIS RULEBOOK.

THE PARTICIPANTS IN THE DIFFERENT CATEGORIES MUST FILL OUT, TOGETHER WITH THE ENTRY FORM, THE INDENTITY FORM OF THE CAR WHICH WILL BE PROVIDED BY THE ORGANISER TO APPROVE THE CATEGORY IN WHICH THE CAR IS ENTERED.

ANYONE WISHING TO ENTER A CAR THAT WAS BUILT AFTER 1954 IN THE TURISMO DE PRODUCCION, TURISMO MAYOR, SPORT MENOR AND SPORT MAYOR CATEGORIES, MUST PROVIDE THE ORGANISERS WITH A COMPLETE TECHNICAL DESCRIPTION WITH PHOTOS OF THE COMPETING AR, TO EVALUATE IT AND IF THE CAR COMPLIES WITH THE REQUIREMENTS IT MAY BE ACCEPTED. THE ORGANISER MAY SUGGEST SOME MODIFICATIONS TO MAKE THE CAR ELIGIBLE.

THE SPECIFICATIONS OF THE COMPETING CAR MUST BE SUBMITTED TO THE ORGANISER BEFORE THE ENTRY CLOSING DATE (JULY 3OTH. 1999) AND THE DECISION OF THE STEWARD OF THE MEETING WILL BE FINAL.

4. CATEGORIES

TURISMO PRODUCCION from No. 2 to No.99

PRODUCTION SEDANS (SALOONS) FROM 1930 TO 1954 WITH ORIGINAL BODYWORK AND F.H./OHV V8 ENGINES OR INLINE F.H./OHV/S.O.H.C. 6 CYLINDER AND OHV/O.H.C./DOHC 4 CYLINDER. ENGINES MUST BE OF THE SAME MAKE/FAMILY AND CONFIGURATION AS THE ORIGINAL.

HARD TO FIND ENGINES CAN BE REPLACED BY ANOTHER ONES OF DIFFERENT MANUFACTURER BUT MUST BE OF SAME CONFIGURATION, AMOUNT OF CYLINDERS, 5 SPEED TRANSMISSION ALLOWED ON ALL CARS, EXCEPT THOSE EQUIPPED WITH OHV V8 ENGINES, WHICH IS LIMITED TO 4 SPEED TRANSMISSION.

NO SPACE-FRAME (TUBULAR) CHASSIS ALLOWED.

ORIGINAL MAIN FRAME MEMBER OR SIMILAR ONE REQUIRED. TECHNICAL INSPECTOR DESIGNATED BY THE ORGANISER MUST APPROVE IT.

SPECIAL (RACING DESIGNED) OR LIMITED PRODUCTION ENGINES ARE NOT ALLOWED.

DISPLACEMENT AND CARBURETTION FOR CARS EQUIPPED WITH ENGINES OF:

CYLINDERS UP TO 2000 cc. (122 C.I.D.) 2 2-BARREL CARBURETTORS.

CYLINDERS UP TO 5000 cc. (305 C.I.D) THREE 2 BARREL OR ONE 4 BARREL CARBURETTOR (600 C.F.M.MAX).

4.2 TURISMO MAYOR from No.100 TO No.149

ALL PRODUCTION SEDANS (SALOONS) FROM 1930 TO 1954 WITH ORIGINAL BODYWORK AND OHV V8 ENGINES AND INLINE DOHC 6 CYLINDER.

MODERN ENGINES OF THE SAME MAKE/FAMILY AND CONFIGURATION ARE ALLOWED, UP TO 5000 cc. (305 C.I.D.) FOR 6 CYLINDERS AND 6000 cc. (360.4 C.I.D.) FOR V8S.

THE FOLLOWING IS ALLOWED:

DISC BRAKES.

MODERN TRANSMISSIONS AND DIFFERENTIALS.

ANY KIND OF TRANSMISSIONS WITH A MAXIMUM OF 5 SPEED GEAR BOXES, AS WELL AS AUTOMATIC TRANSMISSIONS.

SPORTING CODE, EQUIPPED WITH ORIGINAL 8 AND 12 CYLINDER ENGINES.

NOTE: THOSE SPECIAL CARS BUILT FROM 1950 TO 1955, MAINTAINING THEIR ORIGINAL MECHANICAL AND AESTHETIC CHARACTERISTICS MAY BE ACCEPTED FOR THIS CATEGORY, WHEN THEIR AUTHENTICITY IS PROVED (IN ACCORDANCE WITH THE INDICATED INTHE CHAPTER 3).

4.8 ORIGINAL PANAM from 400 No.450

ALL CARS SIMILAR TO THOSE THAT PARTICIPATED IN THE ORIGINAL (1950-1954) CARRERA WITHOUT MODIFICATIONS, EXCEPT THOSE DESCRIBED AS SAFETY ITEMS IN THE HISTORIC CLASSES.

ALL CARS AND THEIR MODIFICATIONS ARE SUBJECT TO APPROVAL.

5. FUEL

IN ALL CLASSES, IT IS REQUIRED AND MANDATORY THE USE OF COMMERCIAL PEMEX FUEL: REGULAR (NOVA) OR UNLEADED (MAGNA SIN OR PREMIUM). AVIATION GAS (GASAVION) IS PERMITTED, BUT ITS SALE IS RESTRICTED IN ALL MEXICO.

IT IS MANDATORY TO LOAD FUEL AT GAS STATIONS ALONG THE ROUTE IT IS FORBIDDEN TO LOAD ELSEWHERE, UNDER PAIN OF DISQUALIFICATION.

THE TRANSPORTATION OF FUEL IS STRICTLY FORBIDDEN DURING THE EVENT, BOTH IN THE COMPETING CAR OR IN THE SERVICE VEHICLE.

6. VEHICLE MODIFICATIONS

(TURISMO PRODUCCION, TURISMO MAYOR, SPORT MENOR, SPORT MAYOR CATEGORIES)

6.1 FUEL TANKS

FUEL TANK CAPACITY CAN BE INCREASED TO ANY DESIRED CAPACITY.

FUEL CELLS ARE MANDATORY FOR ALL COMPETING CATEGORIES.

ALL FUEL CAPS AND BREATHERS MUST HAVE A CHECK VALVE FOR ROLL OVER PROTECTION.

6.3 BODYWORK

NO PLASTIC OR FIBERGLASS BODY PANELS WILL BE ACCEPTED UNLESS USED IN THE ORIGINAL, I.E. CORVETTE.

ATTACHING ELEMENTS SUCH AS HINGES, BOLTS, ETC. SHALL BE REINFORCED OR SAFETY SAKE.

ORIGINAL WINDSHIELD CAN BE USED, BUT IT IS RECOMMENDED SAFETY GLASS OR LEXAN.

MODIFICATIONS TO THE BODYWORK ARE NOT ALLOWED, EXCEPT FENDERS WHICH CAN BE USED SLIGHTLY MODIFIED (UP TO 2" MAXIMUM) TO ACCOMODATE MODERN (APPROVED BY 6.2 ABOVE) TIRES.

6.4 BRAKES

BRAKING SYSTEMS MAY BE IMPROVED AND UPDATE.

DISC BRAKES ARE RECOMMENDED FOR ALL CARS.

IT IS RECOMMENDED TO UPDATE ORIGINAL LINES (TUBING, CONNECTIONS AND BRAKE FLUID) FOR SAFETY REASONS.

6.5 RADIATORS

IT IS APPROVED ANY TYPE OF RADIATORS.

SUPERCHARGERS OR TURBO CHARGERS ARE NOT ALLOWED.

FOR TURISMO DE PRODUCCION CARS:

NO MORE THAN 3 TWO BARREL OR ONE FOUR BARREL CARBURETTOR (600 CFM MAXIMUM) ON ALL AMERICAN ENGINED CARS PERMITTED.

ONE TWO BARREL CARBURETTOR ON VOLKSWAGEN IS PERMITTED

FOR EUROPEAN ENGINED CARS THE CARBURETTION IS FREE.

ON SPORTS AND GT CARS FOR SPORT MAYOR AND MENOR CLASS CARS, THE INDUCTION IS FREE. (CARBURETTORS OR FUEL INJECTION) AS THEY WERE ORIGINALLY BUILT.

6.8 SHOCK ABSORBERS

THE SHOCK ABSORBERS ARE FREE, BUT THEY MUST FIT IN THE ORIGINAL MOUNTING POSITION.

6.9 SUSPENSION

SWAY BARS AND SUSPENSION MODIFICATIONS ARE ALL PERMITTED.

IT IS NOT PERMITTED TO FIT INDEPENDENT REAR SUSPENSION TO MODELS THAT WERE NOT CONSTRUCTED THAT WAY BY THE ORIGINAL MANUFACTURER.

COCKPIT OPERATED OR REMOTE CONTROL RIDE HEIGHT CHANGE IS NOT PERMITTED.

6.10 ENGINES

FOR ALL CARS IT IS PERMITTED TO BALANCE THE ENGINE AND TO MODIFY THE CAMSHAFT, PISTONS, RODS, VALVES, SPRINGS AND ANY MOVING PARTS.

FOR ALL CARS ON TURISMO PRODUCCION AND TURISMO MAYOR CATEGORIES IT IS ALLOWED A MAXIMUM OF 8" (20.3 cm.) OF IN LINE RE-LOCATION OF ENGINES AND DRIVELINE FROM THE ORIGINAL ENGINE POSITION.

IN THE SPORT MAYOR CATEGORY IT IS ALLOWED THE USE OF ENGINES OF THE SAME FAMILY LARGER THAN 2000 cc. (122 C.I.D.) AND BORED OUT UP TO 5000 cc. (305 CID.)

6.11 TRANSMISSION

GEARBOX AND REAR AXLE RATIOS ARE FREE.

THE USE OF LIMITED SLIP DIFFERENTIALS AND LOCKED REAR ENDS ARE PERMITTED.

OVERDRIVE IS ALLOWED ONLY ON THE CARS ORIGINALLY BUT WITH THIS SYSTEM.

6.12 WEIGHT

ALL SPECIFIED WEIGHTS ON CHAPETR 4 IN THIS RULEBOOK MUST BE RESPECTED.

7. SAFETY EQUIPMENT

7.1 HOOD PINS (FOR ALL CATEGORIES)

HOOD PINS OR BELTS ARE MANDATORY ON ALL CARS, FITTED TO BONNET (HOOD) AND BOOT (TRUNK) TO KEEP THEM CLOSED.

7.2 FIRE EXTINGUISHER (ALL CATEGORIES)

IT MUST BE MINIMUM 4 kg.(ABC POWDER) OR 2.5kg. (HALON) CAPACITY, IN PERFECT CONDITIONS TO OPERATE AND WITHIN COMPETITON CAR INTERIOR.

MUST BE FIRMLY FASTENED TO ANY STRONG ELEMENT, MUST BE EASILY REACHED AND RELEASED BY THE COMPETITORS. IT IS RECOMMENDED TO FIT IT IN THE FRONT FLOOR ON THE SIDE OF THE CODRIVER.

THE USE OF METALLIC BELT TO FIT IT IS MANDATORY. IT IS NOT ALLOWED TO ATTACH IT BY TAPES OR ELASTIC BAND.

ÌT IS HIGHLY RECOMMENDED THE USE OF MULTI-NOZZLE FIRE SYSTEM.

THE USE OF HELMET WITH MINIMUM SPECIFICATION SNELL SA 90 IS MANDATORY FOR ALL COMPETITORS. SNELL FOUNDATION 1990-SA AND

1995-SA OR SFI FOUNDATION INC.SPEC.31.1 AND 31.2 ARE APPROVED.

FOR ALL OPEN CARS COMPETITORS THE USE OF FULL-FACE HELMETS IS MANDATORY.

NO MOTORCYCLE HOMOLOGATED SM HELMETS ALLOWED

THE HELMET MUST HAVE THE NAME, BLOOD TYPE, Rh FACTOR AND ALLERGIES OF THE COMPETITOR CLEARLY.

7.8 CLOTHING (ALL CATEGORIES)

THE USE OF OVERALL (NOMEX) FIRE RESISTANT IS MANDATORY FOR ALL COMPETITORS AND MUST BE USED DURING THE ENTIRE RALLY.

THE OVERALL MUST HAVE IN A VISIBLE PLACE, NAME, BLOOD TYPE, Rh FACTOR AND ALLERGIES FOR THE COMPETITOR.

7.9 PERSONAL SAFETY (ALL CATEGORIES)

THE NAME, BLOOD TYPE AND Rh FACTOR OF THE COMPETITORS MUST BE CLEARLY INDICATED ON THE SIDES OF CAR.

7.10 EMERGENCY EQUIPMENT (ALL CATEGORIES)

TWO RED FLAGS OR REFLECTING SIGNAL PANELS

IT IS RECOMMENDED TO CARRY A VHF RADIO TO BE USED WITHIN 144 - 148 Mhz.FOR EMERGENCY USE.

NOTE: TO IGNORE ONE OF ALL THE SAFETY REQUIREMENTS INDICATED IN THIS CHAPTER 7 WILL CAUSE THE DISQUALIFICATION AND THE START OF THE RALLY WILL NOT BE ALLOWED.

8. RECOMMENDATIONS (These are not mandatory but advised)

8.1 GROUND CLEARANCE

CONSIDERING THAT THE EVENT WILL TAKE PLACE AFTER THE RAINSTORM AND HURRICANES SEASON. IT IS RECOMMENDED MINIMUM GROUND CLEARANCE OF 20 cm. SINCE THERE ARE MANY SEVERE SPEED BUMPS ALONG THE ROUTE AND DUE TO THE CONDITIONS OF THE ROUTE ITSELF.

8.2 NAVIGATIONAL EQUIPMENT

IT IS RECOMMENDED THE USE OF ANY MECHANICAL OR ELECTRICAL DISTANCE METER (HALDA, TERRA TRIP, OR SIMILAR.) CALIBRATED IN KILOMETERS (1000 m) SINCE ALL INSTRUCTIONS IN THE ROUTE BOOK FOR THE EVENT ARE IN METRIC SYSTEM.

 

FOR CALIBRATION AND ADJUSTMENT PURPOSES, THE ORGANISERS HAVE A STANDARD STRETCH MARKED (1000m) BETWEEN Km 144.000 AND Km 143.010 ON THE TUXTLA-OCOZOCUAUTLA FREEWAY AND 3000m STRETCH MARKED BETWEEN Km 144.000 AND Km 141.000 ON THE SAME ROAD.

9. SCRUTINEERING (Technical and safety inspection)

TOGETHER WITH THE ENTRY FORM, THE ORGANISERS WILL SEND THE FORM FOR THE FEDERACION MEXICANA DE AUTOMOVILISMO DEPORTIVO (F.M.A.D.) LICENCE AND THE TECHNICAL AND SAFETY IDENTIFICATION FORM. THE COMPETITORS MUST FILL-UP COMPLETELY BOTH THE ENTRY FORM AND THE IDENTIFICATION FORM, TO BE SENT TO THE ORGANISER AS SOON AS POSSIBLE, BUT THESE MUST ARRIVE BEFORE JULY 31st, 1999 (CLOSING ENTRY DATE).

THE DATA ON THESE FORMS MUST COINCIDE WITH THE ACTUAL TECHNICAL SPECIFICATIONS OF THE COMPETING CAR AND MUST BE TRUTHFUL.

TO START THE SCRUTINEERING, THE COMPETITORS (DRIVER AND CO-DRIVER) MUST BE HOLDERS OF THEIR F.M.A.D. LICENCES. THIS LICENCE CAN BE OBTAINED THROUGH THE ORGANISING COMMITTEE, IF THE APLICATION FORM, PHOTOS AND FEE ARE RECEIVED IS RECEIPT ON TIME (BEFORE JULY 31ST, 1999.).

THE SCRUTINEERING FOR COMPETITORS AND COMPETING CARS WILL BE HELD AT THE FARE PLACE IN TUXTLA GUTIERREZ ON OCTOBER 19th-20th. AND 21ST. 1999, FROM 10:00 AM TO 13:OO HOURS AND FROM 14:00 TO 18:00 HOURS. THE COMPETITORS MUST ATTEND TO THE MEDICAL EXAMINATION, BEFORE PRESENT THE CAR AND THEMSELVES FOR SCRUTINEERING.

ONCE THE INSPECTION IS APPROVED, THE COMPETING CAR AND THE COMPETITORS HELMETS WILL CARRY AN APPROVAL STICKER, WHICH MUST REMAIN ATTACHED DURING THE ENTIRE EVENT. THE CARS OR COMPETITORS NOT APPROVED CAN NOT START THE EVENT AND WILL BE CONSIDERED AS DISQUALIFIED.

LOT IN TUXTLA GUTIERREZ WILL DO THE SCRUTINEERING FOR COMPETITORS AND THEIR COMPETING CAR. THERE WILL BE THE OPPORTUNITY TO RESERVE TIME AND DAY FOR SCRUTINEERING.

IT IS THE RESPONSIBILITY OF THE COMPETITORS PRESENTE THE COMPETING CAR WITH ALL OFFICIAL AND SPONSORS ADVERTISING STICKERS.

ANY COMPETITOR OR COMPETING CAR CAN BE REQUIRED FOR SCRUTINEERING AT ANY TIME AND PLACE DURING THE EVENT, INCLUDING TUXTLA GUTIERREZ. TO REFUSE TO PRESENT THE CAR OR THE COMPETITOR REQUESTED WILL RESULT IN DISQUALIFICATION OF THE EVENT.

EXCEPT FOR THE PARADE THAT WILL BE HELD ON OCTOBER 21ST, 1999 IN TUXTLA GUTIERREZ, THE APPROVED CARS MUST REMAIN IN THE "THE PARC FERME" AT THE IMPOUND IN TUXTLA GUTIERREZ.

IIMPORTANT NOTES

AT THE END OF THE LAST LEG IN NUEVO LAREDO A FINAL SCRUTINEERING WILL TAKE PLACE.

THE ORGANISER RESERVE THE RIGHT TO CHECK ENGINE DISPLACEMENT ON THE FIRST SIX PLACES OF EACH CATEGORY SO THEY MUST REMAIN AT THE "PARC FERME" UNTIL THE END OF THE INSPECTION, IF THEY ARE REQUIRED TO DO SO.

THE REVISION MAY BE DONE IF REQUESTED BY THE ORGANISER, BY THE STEWARD OF THE MEETING OR BY OTHER COMPETITOR AND IN THE LAST CASE, THE CORRESPONDANT PROTEST MUST BE LODGED.

IN THE CASE OF REVISION, IT IS RESPONSIBILITY OF THE COMPETITOR TO HAVE A PERSON TO REMOVE ONE OF THE HEADS OF THE ENGINE TO VERIFY THE DISPLACEMENT, IT IS RECOMMEMDED TO THE PARTICIPANTS TO HAVE AVAILABLE AN EXTRA HEAD CYLINDER GASKET FOR THI PURPOSE.

IN THE CASE OF PROTESTS, THESE MUST BE SPECIFIC (ONLY ONE CONCEPT PER PROTEST PRESENTED) AND MUST BE ACCOMPAINED BY US$1,000.00 (ONE THOUSAND U.S. DOLLARS) AND DELIVERED TO THE STEWARD OF THE MEETING. IF THE PROTEST IS FOUNDED, 90% WILL BE RETURNED TO WHO LODGED THE PROTEST AND 10% WILL BE DELIVERED TO F..M.A.D.

10. DRIVERS

TWO COMPETITORS (DRIVER AND CO-DRIVER) MUST BE REGISTRED BY COMPETING CAR. A SPARE DRIVER/CO-DRIVER CAN BE REGISTRED, WHO MUST COMPLY WITH ALL REQUIREMENTS OF THE RULEBOOK.

10.1 LICENCES

IT IS MANDATORY FOR ALL COMPETITORS, INCLUDING THE SPARE ONE TO BE HOLDERS OF THE LICENCE ISSUED BY F.M.A.D., VALID FOR 1999.

IT IS ALSO MANDATORY THAT ALL COMPETITORS PRESENT THEIR REGULAR DRIVING LICENCE OF THEIR COUNTRY OF ORIGIN, VALID DURING THE ENTIRE EVENT.

THE FOREIGN COMPETITORS MUST PRESENT THEIR SPORT LICENCE VALID FOR 1999, ISSUED BY A SPORTING AUTHORITY TO PARTICIPATE IN THE EVENT.

THE PARTICIPANTS CAN INCREASE THE COVERAGE ON THE INSURANCE AMOUNT.

10.2 DRIVER CHANGES

ANY CHANGES OF DRIVER/CO-DRIVERS MUST BE REQUESTED IN WRITING FORM TO THE DIRECTOR OF THE EVENT AND APPROVED BY THE STEWARD OF THE MEETING BEFORE ALLOWING THE SUBSTITUTION TO TAKE PLACE.

ONLY TWO PERSONS ARE ALLOWED ON BOARD OF THE COMPETING CAR.

THE REPLACEMENT DRIVER/CO-DRIVER MUST BE A F.M.A.D. LICENCE HOLDER.

10.3 F.M.A.D. LICENCE ENTITLES THE HOLDER TO:

AN ACCIDENT (MEDICAL EXPENSES) INSURANCE OF MEX $ 50,000.00 (FIFTY THOUSAND MEXICAN PESOS) AN ACCIDENTAL DEATH INSURANCE OF MEX $ 120,000.00 (ONE HUNDRED AND TWENTY THOUSAND MEXICAN PESOS).

THE INSURANCE IS VALID FOR THE SEVEN DAYS OF THE EVENT PLUS 24 HOURS BEFORE THE START AND AFTER THE END OF THE COMPETITION.

IN CASE OF AN ACCIDENT, THE DEDUCTIBLE FEE(S) MUST BE PAID BY COMPETITORS.

SPECIALIZED MEDICAL ASSISTANCE DURING THE EVENT.

OFFICIAL (FEDERAL, MUNICIPAL) ASSISTANCE DURING THE EVENT.

HOTEL SELECTION AND THEIR CATEGORY WILL BE DECIDED BY THE ORGANISER DEPENDING ON THE DATE OF THE ENTRY AND PAYMENT. FOR THE FOREIGN COMPETITORS, IT WILL BE CONSIDERED THE CRITERIA OF THE DELEGATES INDICATED ON CHAPTER 12 OF THIS RULEBOOK.

ADDITIONAL ROOMS WILL BE AVAILABLE AT EXTRA COST. ONCE THE ROOMS OF THE COMPETITORS ARE BOOKED.

15. ADVERTISING SPONSORS.

THE ORGANISERS RESERVE THE RIGHT TO USE THE FRONT DOORS AND UPPER PART OF THE WINDSHIELD FOR THE OFFICIAL COMPETING NUMBERS AND ADVERTISING FROM THE OFFICIAL SPONSORS. IF NEEDED, SOME SPACES ON THE FENDERS WILL BE USED.

CONSIDERING ABOVE RESTRICTION, THE COMPETITORS ARE ALLOWED TO AFFIX THEIR SPONSORS ADVERTISING TO THEIR CARS, PROVIDED THAT IT DOES NOT:

ENCROACH ON THE SPACES RESERVED FOR OFFICIAL STICKERS.

INTERFERE WITH THE VISION OF THE CREW .

CONFLICT WITH THE ORGANISERS SPONSORS. IF SUCH IS THE CASE, ONLY A MAXIMUM OF 2 SPACES OF 21 SQUARE DECIMETERS (70x30 cm.) FOR THE STICKERS WILL BE ALLOWED.

THE MAIN EVENT SPONSOR MUST BE TOTALLY RESPECTED. NO CONFLICT SPONSOR ADVERTISING IS ALLOWED. OFFICIAL ENTITIES SUCH AS TOURISM DEPARTMENT, MEXICAN MOTORSPORTS FEDERATION (FEDERACION MEXICANA DE AUTOMOVILISMO DEPORTIVO) OR THE LINDAVISTA AUTOMOVIL CLUB, MAY AT THEIR DISCRETION, PROVIDE STICKERS THAT MUST BE AFFIXED ON COMPETITORS CARS.

THE LOGO, GRAPHICS AND MARK "La Carrera Panamericana" AND ALL THEIR RIGHTS, ARE PROPERTY OF EDITORIAL GRAN PREMIO, S.C.

THE USE OF THE LOGO, GRAPHICS AND MARK OF "La Carrera Panamericana", ARE RESERVED TO COMPETING CARS, SERVICE VEHICLES, UNIFORMS OF PARTICIPANTS AND OFFICIALS AND OTHER PLACES AUTHORIZED BY THE ORGANISER.

FOR ANY COMMERCIAL OR PROMOTIONAL PURPOSES TO USE THE LOGO, GRAPHICS OR MARK OF "La Carrera Panamericana" THERE MUST BE A DULY SIGNED AGREEMENT BY EDITORIAL GRAN PREMIO, S.C. NOT TO OBSERVE THE ABOVE, WILL BE SANCTIONED IN ACCORDANCE WITH THE APPLICABLE LAWS.

17 . SERVICE VEHICLE

ALL SERVICE VEHICLES MUST BE ENTERED(NO ADDITIONAL CHARGE) AND MUST RESERVE BOTH FRONT DOORS AND BACK GATE TO FIX THE OFFICIAL IDENTIFICATION STICKERS. ONLY THE OFFICIAL IDENTIFIED VEHICLES WILL BE ALLOWED TO THE OFFICIAL RESTRICTED AREAS FOR SERVICE.

SERVICE VEHICLES MUST DEPART EACH LEG, IN ADVANCE OF THE PACE CARS OR AFTER THE SWEEPER CARS.

ANY SERVICE VEHICLE, WITH OR WITHOUT OFFICIAL IDENTIFICATION, WHICH IS FOUND AMONGST THE COMPETITORS WITHOUT OFFICIAL AUTHORIZATION DURING THE RALLY, WILL INCUR PENALTIES OR DISQUALIFICATION OF THE COMPETING CAR IT IS ASSIGNED.

A COMPETING CAR WILL BE IMMEDIATELY DISQUALIFIED, IF ITS SERVICE VEHICLE IS FOUND CIRCULATING IN SPECIAL SPEED STAGES, WHILE THESE ARE IN PROGRESS. A COMPETING CAR ALSO WILL BE DISQUALIFIED, IF ITS SERVICE VEHICLE PASS THE OFFICIAL SWEEPER CAR, WITHOUT THE AUTHORIZATION OF THE OFFICIAL WHOS DRIVING IT.

IT IS MANDATORY FOR THE SERVICE VEHICLES TO HAVE GENERAL LIABILITY (MINIMUM) INSURANCE POLICY, VALID FOR THE DURATION OF THE ENTIRE EVENT. A COPY OF THE POLICY MUST BE HANDED TO THE ORGANISERS, IN ORDER TO HAVE THE RIGHT TO ENTRANCE, OFFICIAL NUMBERS AND IDENTIFICATION, ROUTE BOOK, ETC.

OFFICIAL NUMBERS WILL BE PROVIDED BY THE ORGANISERS AND MUST BE PROMINENTLY SHOWN OF BOTH FRONT DOORS OF THE COMPETING CAR. NUMBERS MUST REMAIN ATTACHED TO DOORS DURING THE ENTIRE EVENT.

19. DRIVERS BRIEFING

THE MANDATORY BRIEFING WILL BE HELD IN TUXTLA FROM 19:OO TO 21:00 HOURS ON OCTOBER 21st., 1999. PLACE WILL BE ANNOUNCED IN ALL HOTELS.

20. STARTING PROCEDURE

THE FIRST CAR WILL LEAVE TUXTLA GUTIERREZ AT 7:30 ON OCTOBER 23rd,1999. AND THE REMAINING CARS WILL DEPART AT 30 SECS. INTERVAL, ACCORDANCE WITH THE STARTING ORDER TO BE PROVIDED IN THE DRIVERS MEETING, BEGINNING WITH TURISMO MAYOR CATEGORY.

FROM THE SECOND LEG, THE STARTING ORDER WILL BE IN ACCORDANCE WITH THE OVERALL ACCUMULATED RESULTS OF THE PREVIOUS LEG.

DURING THE SPECIAL SPEED STAGES, IF A CAR OVERTAKES ANOTHER, IT IS MANDATORY TO LEAVE WAY TO PASS. NOT DOING SO WILL RESULT IN A TIME PENALTY.

ALONG THE INTERMEDIATE LEGS THERE WILL BE WELCOME COCKTAILS, WHERE WILL BE ANNOUNCED THE RESULTS OF THE DAY ACCUMULATED, AS WELL AS THE STARTING ORDER OF THE FOLLOWING LEG.

21. EXCLUSIONS AND PENALTIES

IIF THE CARS OF THE TURISMO DE PRODUCCION AND SPORT MENOR CATEGORIES DO NOT COMPLY WITH THE SPECIFICATIONS AND MODIFICATIONS ALLOWED IN CHAPTERS 4.1 AND 4.3 RESPECTIVELY AND CHAPTER 6 OF THIS RULEBOOK. AUTOMATICALLY WILL BE TRANSFERED TO THE TURISMO MAYOR AND SPORT MAYOR CATEGORIES RESPECTIVELY. IF AFTER THE CLASSIFICATION DO NOT COMPLY WITH REQUIREMENTS, THEY WILL BE EXCLUDED OF THE EVENT, WITHOUT THE RIGHT TO START.

IIF THE CARS OF THE TURISMO MAYOR AND SPORT MAYOR CATEGORIES DO NOT COMPLY WITH THE SPECIFICATIONS AND MODIFICATIONS ALLOWED IN CHAPTER 4.2 AND 4.4 RESPECTIVELY AND IN CHAPTER 6 OF THIS RULE BOOK, THEY WILL BE EXCLUDED OF THE EVENT, WITHOUT THE RIGHT TO START.

ANY EXCLUDED OR DISQUALIFIED CAR WILL HAVE NOT RIGHT TO ASK FOR REFUND OF THIS ENTRY FEE. TO BE SCORED IN EACH LEG, THE COMPETING CAR AND ITS CREW MUST PASS THE LAST CHECKPOINT OF THE DAY AND CROSS THE FINISH ARCH.

NOT TO ATTEND THE "PARC FERME" AT THE END OF EACH LEG, WILL RESULT IN A TIME PENALTY OR DISQUALIFICATION OF THE COMPETING CAR.

22. AWARDS

THE OFFICIAL TROPHY PRESENTATION WILL BE HELD IN NUEVO LAREDO, TAMAULIPAS AT THE END OF THE RALLY, THE EVENING (FROM 20:00) OF OCTOBER 28th, 1999.

22.1 OVERALL TROPHIES

DOUBLE TROPHIES WILL BE AWARDED TO THE 1ST, 2ND AND 3RD. PLACES OF THE OVERALL FINAL CLASSIFICATION.

22.2 CATEGORY TROPHIES

DOUBLE TROPHIES WILL BE AWARDED TO THE 1ST, 2ND AND 3RD. PLACES OF THE FINAL CLASSIFICATION OF EACH CATEGORY.

22.3 AWARDS PER STAGE

MEDALS FOR EACH DRIVER AND CODRIVER WILL BE AWARDED AT THE FINISH ARCH OF EACH LEG.

FREQUENTLY ASKED QUESTION's

IS IT A TOP-SPEED ONLY RACE? No. It is a Time Speed Distance (T/S/D) rally covering 250 miles a day at a 40+-mph average. It only differs from the original Carrera Panamericana by limiting the pure racing to "Special Stages" conducted on sections of two-lane roads that are completely closed to traffic, from 5-10 miles in length. The other stages are scored on your maintaining the average "speed" to cover that day's "distance" in the prescribed "time."

DO I NEED A REAL RACECAR? No. Any well-prepared, mechanically sound car from 1930 to 1965 can compete and finish easily.

HOW MUCH HORSEPOWER IS NEEDED. All that your budget will allow. Have you ever had too much?

DO I NEED PREVIOUS RACING EXPERIENCE? No. The race is for the "privateer entrant" who has the necessary experience to drive fast on the open road.

WHAT IS THE ROAD LIKE? The race uses the main two-lane paved highways of Mexico, and in some cases, the new toll-roads. There is no off-road or night driving.

WHAT ARE THE CLASSES? There are 10 classes and your car will fit in one of them. They are divided between "Competition" and "Historic." The rules used are internationally accepted; equal, honest, fair and competitive to all.

WHAT LICENSES ARE NEEDED? A valid drivers license from your country and a FMAD (Mexican Federation). Cost is approx. $100.00 per competitor. It provides the race (and you) with liability insurance (medical expenses) for the six days of the event plus 24 hours before the start and end of the competition. La Carrera USA will supply you with the forms prior to the event.

HOW MANY DRIVERS ARE ALLOWED? No restrictions but all alternates must be licensed. Official entrant packages are only supplied to the drivers of record.

WHAT IF MY CAR BREAKS DOWN DURING THE RACE? You usually can get it fixed. Our experience over the last ten years has proven that unless the problem is terminal, there is nothing mechanical that the local mechanics can't fix, modify or rebuild, allowing you to continue. No one in the race has ever been left behind!

DO I NEED A SUPPORT CREW? No. Several entrants use the time spent driving down the start as vacation time. Others choose to have us pick up their car, transport it to Tuxtla Gutierrez and after the race, drive it home from the border to where it was picked up.

WHAT ABOUT SECURITY & THE POLICE? The race has 20 Federal Highway Patrol members traveling with the race coordinating with the local police for the passage of the race participants and support crews.

WHAT ABOUT THE BORDER CROSSING? It is suggested to enter Mexico at Nuevo Laredo where we have "friends of the race" on both sides. La Carrera USA will have a Spanish-speaking delegate at the border to assist in your crossing. Your support crew will be supplied with decals identifying them as a Service Vehicle and the latest route map showing the most direct route. Overseas competitors will be supplied with the name of our broker in Vera Cruz Mexico to arrange for speedy handling of their paperwork.

WHAT IF MY FRIENDS WANT TO COME? There will be a "Tour Package" including ground transportation for spectators.

WHAT ABOUT EXTRA HOTEL ROOMS? Extra hotel rooms for Crewmembers are $800.00 for the duration of the event. These are all double rooms, sleeping 3 people. In order to arrange rooms for them (so they will be at the same hotel you will be booked at) it is suggested that you finalize your needs as soon as possible.
